04/14/08- Commercial Building Permit Over-the-Counter (OTC) The City of Spokane offers a formal Over-the-Counter (OTC) building permit for commercial tenant improvements. OTC commercial permits are meant specifically for minor interior remodels, alterations, or for new tenants in existing spaces. Projects needing a change of use or occupancy, or involving exterior work are not eligible.

06/24/04-
Code Changes for 2004. As of July 1, 2004, the City of Spokane adopted the 2003 International Building Code, 2003 International Residential Code, 2003 Uniform Plumbing
Code, 2003 International Mechanical Code, 2002 National Electric Code, 2003 International Fire Code, 2002 National Fuel Gas Code, 2003 International Fuel Gas Code Code and the 2004 Liquefied Petroleum Code.

Certificates of Occupancy will be required for duplex and single family residential projects as well as for commercial and multi-family residential. The previous building code did not require Certificates of Occupancy for duplex and single family residences.
